Some time ago, someone suggested that the Church board should be chaired by someone who has been trained in business management, as the church is a non-profit organization, and therefore is best managed by someone who has formal training in this area.

Good point sunrain. The two should not be antagonistic to each other.
I don't believe that these positions are mutually exclusive. A believer should serve in his area of gifting. The chair pastor can learn about business if he is lacking in business acumen. The business person chair should be spirit filled as the principles of business alone doesn't qualify him to make decisions concerning the church.
